Having 22 children by different women limits both potential numbers and male access to said women. The first is obviously a problem to the movement, and the latter will only cause resentment among young men lacking the resources to acquire and maintain multiple wives. The solution as I see it is to implement a 22 child policy (see China's one child policy for how this might work).
